German University Bureaucracy Guide

The documents and offices every student eventually needs, and why it pays to understand them before you do.

Every German university runs on a set of documents and offices that nobody hands you a manual for. Most students find out what they're for only once something has already gone wrong: a missed deadline, a course that turned out to require a prerequisite, an exam attempt that doesn't count because of a rule nobody mentioned.

The Two Documents Worth Reading Early

  • Modulhandbuch (module handbook): lists every course in your program, its credits, content and how it's examined. It's the one place that tells you, before the first lecture, exactly what a course requires.
  • Prüfungsordnung (examination regulations): the binding rules for your degree, including how many times you can retake an exam, deadlines for registering and withdrawing, and what happens if you miss one.

The Offices Behind the Paperwork

  • Dekanat (dean's office): runs the faculty day to day and is the right address for questions specific to your program that go beyond a single course.
  • Studienberatung (academic advising): helps with course planning, changing your major, or any situation where your studies have stalled.
  • Prüfungsamt (examination office): registers you for exams, issues official transcripts, and has the final word on anything exam-related.
  • Studierendensekretariat (student registration office, also called the Studierende Service Center): handles enrollment, re-registration each semester, address changes and certificates of enrollment.

The Mistake Worth Avoiding

The most common pattern is opening the Modulhandbuch or Prüfungsordnung for the first time only after a problem has already appeared: a retake limit that's closer than expected, a prerequisite discovered mid-semester, a deadline that passed quietly. Ten minutes with both documents in your first weeks answers most of these questions before they become urgent.

Knowing which office to contact, and with which document in hand, is part of the organisation GSA Success™ builds with students once they're enrolled, so the first semester runs on a plan rather than on surprises.
